Improved Liberty Timecyc + SweetFx

I really like "Liberty Timecyc" but personally I found the clouds very ugly, what I did was rewrite part of Timecyc.dat and created a new cloud texture to improve that aspect.
I also modified SweetFx to improve the atmosphere of the Timecyc, I hope you like it!
